No-cost energy upgrades for income-eligible New York households
EmPower+ is a program managed by the New York State Energy Research and Development Authority (NYSERDA). It provides no-cost energy efficiency improvements to income-eligible homeowners and renters across New York State.
Eligible households receive a free home energy assessment and can qualify for free upgrades including insulation, air sealing, heat pumps, heat pump water heaters, and electrical upgrades — with no out-of-pocket cost.

Moderate-income households qualify for up to $5,000 in covered costs (50% coverage). Income at or below 60% of NYS median income.
Both owners and renters of 1–4 family homes can qualify. Renters need landlord permission for improvements.
If you receive SNAP, HEAP, TANF, or SSI benefits, you automatically qualify — no income verification needed.
Households at or below 80% of NYS median income can qualify. The lower the income, the higher the coverage.
