Common questions about the Con Edison Weather Ready program

Do I need to be income-eligible for Weather Ready incentives?

No — the Weather Ready program has no income requirements. Any homeowner in Con Edison's service territory with Con Edison gas, Con Edison electric heating, or delivered fuel heating with Con Edison electric cooling is eligible. The program covers 1-to-4 family homes.

Which areas does Weather Ready cover?

Weather Ready is available exclusively in Con Edison's service territory — New York City (Bronx, Brooklyn, Manhattan, Queens, Staten Island) and Westchester County. If you're outside this area, the NYSERDA Comfort Home program offers similar weatherization rebates statewide.

Can I combine Weather Ready with other programs?

Yes — Weather Ready incentives can be stacked with several other programs. In Westchester County, you can combine Weather Ready with NYSERDA Comfort Home incentives on the same project. You can also pair weatherization with a Clean Heat heat pump installation — combined incentives are capped at 85% of total project costs. Federal IRA tax credits of up to $1,200 for insulation may also apply on top of utility incentives.

How do I receive my incentive — do I have to wait for a check?

No. As a Con Edison Weather Ready Participating Contractor, we apply the incentive directly to your invoice at the time of installation. You see the discounted price upfront — no paperwork, no waiting for reimbursement.

What improvements are covered?

Weather Ready covers three categories of weatherization: insulation (attic, wall, and other areas), air sealing (sealing gaps, cracks, and penetrations in the building envelope), and duct sealing (sealing leaks in HVAC ductwork). The program does not cover equipment like heat pumps — those fall under Con Edison's Clean Heat program.

Do I need a heat pump to qualify?

No — you do not need a heat pump to participate in Weather Ready. The program is available to homes with any heating type. However, if you already have a heat pump or geothermal system (clean heating), the incentive amounts are lower since the weatherization has less impact on energy savings. Weatherizing your home first is actually a smart step before installing a heat pump, as it reduces the heating load and allows for a smaller, more affordable system.

What is a "Disadvantaged Community" and do I qualify?

New York State has designated certain communities as "Disadvantaged" based on environmental burdens and socioeconomic factors. Homes in these areas receive enhanced Weather Ready incentives — for example, $2,500 instead of $2,000 for a single-family home. This is determined by your address, not your individual income.
